ToonTown Cog buildings?

I’m a 28 Laff, free player, with level 3 squirt and Throw gags. Level 1 sound. I chose the drop track, and I chose 2 ToonTasks: Defeat 2 buildings and defeat a lawbot building.
Can free players defeat Cog buildings? Where can they? How should I get ready for defeating them?

Free players can only fight buildings in toontown central, where they are very rare. To prepare just fill up on gags and find some buddies to go with.
