What is a Motor Scooter?

I was wondering if I could use 2 cycle oil in it instead of synthetic 2 stroke that it says would be the only one that would work. I looked in two walmarts and an autozone for sythetic 2 stroke oil but can’t find it. Does anyone know much about motor bikes?
