What is the fix for uneven brake pad wear?

I heard some unusual noise coming from my right Rear Brake so I opened it up. It turns out that they needed to be changed but, the inside pad (on the piston) is worn all the way down but the pad on the outside is not nearly as worn. I heard that it is a problem with the calipers movement, but I havent seen anything about a solution. Probably the calipers are frozen? How do I fix this problem?
I am able to slide the caliper with my hands (just checked)

The caliper is not slide on the guide pins. Clear and lightly grease the pins. They have special grease for them.
